Authorizes the Board of Land and Natural Resources to issue a term, non-exclusive easement to the Association of Apartment Owners of Hololani covering approximately 6,128 square feet of state submerged lands at Kahana, Lahaina, Maui for construction and maintenance of a steel sheet pile seawall and rock revetment to address shoreline erosion.

Requires Hololani to remove the seawall and related structures at its expense if a beach restoration project proceeds in the area.

Mandates Hololani maintain unrestricted public lateral and vertical access through the property to the shoreline with appropriate signage, and construct a new public beach access stairway and twenty-four-inch storm drain outlet within the easement area.

Requires Hololani to execute a waiver of liability holding the State harmless, maintain and repair all improvements at its own expense, and procure general liability insurance covering the entire easement area throughout the easement term.

Specifies that this authorization is unique and fact-specific and not intended to set precedent for building seawalls or other shoreline hardening structures on public lands.
