Department of Education is requested to create a master plan for a vacant parcel (tax map key 850020110000) located between Waianae High School and Waianae Boat Harbor in the Nanakuli-Waianae complex area.

Master plan should include an alternative learning center and may include a storefront, marine science learning center, pool, cultural learning park, and other features.

Department is requested to complete construction of the alternative learning center and other features by the 2023-2024 school year.

Resolution addresses the need to serve economically-disadvantaged students in the Nanakuli-Waianae complex area, where seven out of ten students are economically disadvantaged and fall below state and national educational attainment averages.

Certified copies of the resolution are to be transmitted to the Superintendent of Education, school principals, E Ala Voyaging Academy, Na Kama Kai, and Puuhonua o Waianae Village for coordination and support of the alternative learning center initiative.
