Requests the Judiciary provide a detailed report on the time required to dispose of all appellate cases handled by the intermediate court of appeals and supreme court since 2006.

Directs analysis of the appellate process restructuring that began in 2006 under Act 202 (2004), Act 93 (2006), and Act 109 (2010), which shifted jurisdiction to the intermediate appellate court and made supreme court appeals subject to writ of certiorari.

Requires the report be submitted to the Legislature no later than 20 days before the convening of the Regular Session of 2019.

Expresses legislative concern that the current appeals process may be causing significant delays in resolving important issues fairly and timely.

Directs transmission of a certified copy of the concurrent resolution to the Chief Justice of the Hawaii Supreme Court.
