Requests the State Auditor to conduct an audit of the Contractors License Board's implementation of recommendations from audits conducted in 1983 (Report No. 83-3) and 1989 (Report No. 89-3).

Requires the audit to examine the Board's general operations, organizational structure, personnel practices, budgeting and fiscal controls, and implementation status of prior audit recommendations.

Directs the audit to assess the Board's progress on recommendations submitted in its November 2013 report to the Legislature regarding licensing criteria and procedures for general contractor licenses.

Mandates the Department of Commerce and Consumer Affairs and Contractors License Board to cooperate and provide all relevant data to the Auditor during the audit planning and implementation.

Requires the Auditor to submit findings and recommendations to the Legislature no later than twenty days before the convening of the 2019 Regular Session.
