Requests the State Auditor to assess the social and financial effects of proposed mandated health insurance coverage under H.B. No. 1705 for port-wine stain treatment.

Requires health insurers, hospital and medical services plans, and health maintenance organizations to provide coverage for medical procedures to eliminate or provide maximum feasible treatment of port-wine stains.

Mandates the Auditor submit findings and recommendations, including any proposed legislation, to the Legislature no later than twenty days prior to the convening of the Regular Session of 2019.

Establishes this concurrent resolution pursuant to Hawaii Revised Statutes section 23-51, which requires legislative review before mandated health insurance coverage can be considered.
