Urges the University of Hawaii System Vice President for Budget and Finance to develop a redevelopment plan for the lower campus of University of Hawaii at Manoa using a public-private partnership model.

Plan should incorporate a "live, study, play" concept including student and workforce housing, commercial spaces, restaurants, athletic facilities, fitness centers, and community resources.

Vice President must report findings and recommendations on public-private partnership pilot project options to the Legislature no later than twenty days before the 2019 Regular Session convening.

Identifies the lower campus's underutilized lands and the Athletics Department's need for enhanced sports facilities as key drivers for redevelopment.

Notes that public-private partnerships can minimize state capital requirements while generating revenue to revitalize the campus.
