Requests the Department of Transportation Director to chair a working group to evaluate regulation and practice standards for the peer-to-peer car sharing industry to ensure public safety.

Working group membership includes representatives from the Insurance Commissioner's office, Office of Consumer Protection, Department of Business/Economic Development/Tourism, Public Utilities Commission, motor vehicle rental industry, automobile insurance industry (2 representatives), peer-to-peer car sharing industry (2 representatives), and transportation network companies (1 representative).

Directs the working group to study consumer protection, vehicle safety standards, insurance coverage requirements, and renter qualifications for peer-to-peer car sharing platforms.

Requires the working group to submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2020 Regular Session convenes.

Notes that over 150 personal vehicles are currently available for peer-to-peer rental in Hawaii (ranging $30-$350 per day) with minimal regulation, resulting in lost state revenue.
