Department of Business, Economic Development, and Tourism is requested to examine projects that would reduce energy costs for state departments and agencies, with findings due no later than twenty days before the 2019 Regular Session convening.

Department of Business, Economic Development, and Tourism and Office of the Auditor are jointly requested to examine potential energy savings costs for state departments and agencies and submit findings no later than twenty days before the 2019 Regular Session.

State Procurement Office is requested to update and publish the Energy Savings Performance Contracting list of pre-qualified energy service companies (ESCOs) by July 1, 2019.

Resolution notes existing law requiring state agencies to evaluate energy efficiency retrofitting, adopt energy conservation practices, and maintain energy-efficiency benchmarks for buildings over 5,000 square feet or using more than 8,000 kilowatt-hours annually.

Resolution acknowledges that energy performance contracting with ESCOs has helped Hawaii state and county agencies save over $1,000,000,000 over the lifetime of contracts.
