Requests the Department of Budget and Finance, Department of Education, University of Hawaii, and Office of Hawaiian Affairs to submit a report on all unspent federal funds for state departments and entities under their jurisdiction

Report must include the total amount of committed unspent federal funds for the current fiscal year for each department or entity

Report must include the total amount of obligated funds for the current fiscal year, including duration of obligation and spending status

Report must include total federal funds over the past twelve years, broken down by fiscal year, that have been recaptured by the federal government due to lapsing funds

Report must be submitted to the Legislature no later than twenty days prior to the convening of the Regular Session of 2019
