Requests the Departments of Agriculture and Health to jointly evaluate California's current and pending chlorpyrifos regulations and develop recommendations for similar regulations in Hawaii.

Directs the departments to evaluate negative impacts on Hawaii if EPA chlorpyrifos regulations are not implemented.

Requires the departments to submit findings, recommendations, and any proposed legislation to the Legislature no later than 20 days prior to the 2019 Regular Session.

Notes that the EPA's 2016 health risk assessment found chlorpyrifos has no safe uses and causes neurodevelopmental harms in children, with unsafe exposure levels persisting up to 18 days after application.
