Urges the Department of Education, Department of Health, Department of Human Services, and Judiciary to permanently establish the Hawaii Interagency State Youth Network of Care (HISYNC) to coordinate services for youth and families with complex needs.

Directs the four named departments to participate in HISYNC and regional Hawaii Interagency Local Youth Network of Care (HILYNC) committees to improve outcomes for children and youth through data analysis, policy recommendations, and interagency collaboration.

Encourages HISYNC to invite additional child-serving agencies to participate and coordinate the child-serving system to better address educational, behavioral, and social-emotional needs.

Recognizes HISYNC's existing initiatives, including a multi-agency memorandum of operation, streamlined consent forms for information sharing, jointly-funded facilitator position, annual interagency reports, and development of local HILYNC committees.

Requires transmission of certified copies to the Governor, Superintendent of Education, Director of Health, Director of Human Services, and Administrative Director of the Courts.
