Requests state and county agencies to implement recommendations from the December 2017 Hawaii Sea Level Rise Vulnerability and Adaptation Report, which identifies areas vulnerable to 3.2 feet of projected sea level rise by end of century.

Directs specific agencies including the Office of Planning, Land Use Commission, Department of Land and Natural Resources, Office of Hawaiian Affairs, and Department of Health to take actions such as updating design standards, developing managed retreat strategies, and incorporating sea level rise into planning and environmental reviews.

Calls for development of a "willing seller" program to move development away from beaches endangered by sea level rise and erosion.

Requests counties to integrate sea level rise into flood standards, building codes, and flood maps, and to conduct market studies for smart redevelopment in priority areas.

Requires the Governor's Office to submit a progress report on executive agency implementation to the Legislature no later than 20 days before the 2019 Regular Session convenes.
