S.R. No. 12 Summary

• Director of Finance is requested to establish a working group to identify barriers to improving State hiring processes, with membership including the Directors of Finance (chair), Human Resources Development, Labor and Industrial Relations, the Superintendent of Education, and the President of the University of Hawaii.

• Working group shall invite representatives from the Society for Human Resource Management Hawaii Chapter and Hawaii Government Employees Association to participate as members.

• Working group is requested to analyze whether combining the Department of Human Resources Development with the Department of Budget and Finance would improve hiring processes and produce cost savings.

• Working group is requested to analyze the feasibility of authorizing executive agencies to proceed with direct hiring for any positions.

• Working group must submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days prior to the convening of the Regular Session of 2019.
