Urges the University of Hawai'i System to utilize and expand existing undergraduate general education core requirement curriculum and programs across all campuses rather than allowing each campus to create its own separate curriculum and programs.

Urges the Board of Regents of the University of Hawai'i to approve new programs within the System only if there is a partnership with existing programs.

Identifies that the University of Hawai'i System operates ten campuses with duplicative curriculum and program efforts that require time and resources.

Notes that the University of Hawai'i at Mānoa enrolls approximately 12,881 undergraduate students and 4,731 graduate students and offers 65 certificates, 100 bachelor's degrees, 83 master's degrees, 56 doctoral degrees, and 5 professional degrees.

Directs that certified copies be transmitted to the President of the University of Hawai'i and Chair of the Board of Regents.
