Urges the Department of Education to implement ocean and water safety education programs for elementary school students in Hawaii.

Programs may be developed through partnerships with external organizations or other state departments.

Required curriculum must include rip current awareness, ocean safety tips, and proper swimming techniques at minimum.

Cites Centers for Disease Control and Prevention data showing an average of 3,536 fatal unintentional drownings annually in the United States from 2005 to 2014, with one in five drowning deaths involving children age 14 and younger.

Directs certified copies of the resolution to be transmitted to the Chairperson of the Board of Education and Superintendent of Education.
