Urges the Department of Education to ensure equal access to appropriate food services for all public school students, including charter school students.

Notes that approximately 12,000 charter school students exist in Hawaii, with 37 total charter schools, over half committed to Hawaiian epistemology and cultural values.

Identifies that 70 percent of Hawaiian charter school students are economically disadvantaged and qualify for federal food subsidies, but many lack access to USDA-certified kitchens necessary to participate in the National School Lunch Program.

Requests the Department of Education immediately provide school breakfasts and lunches to qualifying charter school students at no additional expense to the charter schools or students.

Requests certified copies be transmitted to the Governor, Board of Education Chair, Superintendent of Education, and Executive Director of the State Public Charter School Commission.
