Establish state policy to prepare Hawaii for natural disasters and emergencies by making investments in grid resiliency and protecting critical infrastructure and citizens.

Urge the Office of Homeland Security and Office of Planning to form a Critical Infrastructure and Resiliency Council with consultation from the Department of Business, Economic Development, and Tourism.

Council membership to include the Directors of Homeland Security (co-chair) and Office of Planning (co-chair), Hawaii Emergency Management Agency Administrator, Director of Transportation, Public Utilities Commission Executive Officer, county emergency management directors, and county water supply directors.

Council encouraged to invite representatives from electric utility companies, telecommunications companies serving 100,000+ customers, fuel importers and refiners, and regulated interisland water carriers.

Council requested to establish strategies and recommendations for enhancing grid and critical infrastructure security, assess existing resources, and submit reports to the Governor, Legislature, and county officials by 20 days before the 2019 Regular Session and biennially thereafter.
