Urges the Department of Business, Economic Development, and Tourism (DBEDT), in consultation with the Hawaii Community Development Authority, to partner with the U.S. Department of Energy to establish an Office of Science National Laboratory in the Kalaeloa community development district.

Directs DBEDT and the Hawaii Community Development Authority to identify lands in Kalaeloa that can be transferred to the U.S. Department of Energy for the laboratory.

Requires DBEDT to submit a progress report to the Legislature no later than 20 days before the 2019 Regular Session, including challenges and resource needs.

Requires certified copies be sent to the U.S. Secretary of Energy, Director of DBEDT, and Executive Director of the Hawaii Community Development Authority.

Cites Hawaii's leadership in renewable energy, including Act 97 (2015) mandating 100 percent renewable energy by 2045, as justification for attracting a national laboratory.
