Request the Department of Business, Economic Development, and Tourism to conduct a feasibility study on establishing a state lottery to fund Hawaii's public education.

Cite that Hawaii ranks lowest in the nation for education expenditures and that 44 states currently operate lotteries generating approximately $66.8 billion in gross revenue annually in fiscal year 2015.

Note that state lotteries nationally produce net proceeds of $21.4 billion after accounting for prize costs, administration, and advertising expenses.

Require the department to submit findings and recommendations to the Legislature no later than 20 days before the 2019 Regular Session convenes.

Direct certified copies of the resolution be sent to the Director of Business, Economic Development, and Tourism, Chair of the Board of Education, and Superintendent of Education.
