Directs the Department of Taxation to study the fiscal impact of Public Law 115-97 (enacted December 22, 2017) on Hawaii's state tax revenues.

Requires review of Hawaii Revised Statutes provisions that conform state income tax law to the Internal Revenue Code and recommendations on which provisions should be repealed or amended.

Mandates the Department of Taxation submit findings, recommendations, and any proposed legislation to the Legislature no later than March 23, 2018.

Addresses concerns that federal tax law changes may adversely impact state tax revenues due to Hawaii's conformity with the Internal Revenue Code.
