Requests the Department of Education to review federal grant revenue from the last five fiscal years and submit a report no later than twenty days before the 2019 Regular Session convening.

Department audits from 2013-2016 revealed underutilization of over $175,000,000 in federal funding per year that must be returned if unused within specified periods.

Report must identify all federal grants received, funds used from each grant, unused and lapsed funds, and ways unused funds could have been utilized, including CFDA numbers for each grant.

Department must distribute the report to the Governor, legislative leadership, Board of Education, Superintendent, State Public Charter School Commission, relevant committee chairs, Office of Hawaiian Affairs, and all county mayors.
