Notes that more than 90 Americans die daily from opioid overdoses, with the economic burden of prescription opioid misuse estimated at $78.5 billion annually in healthcare costs, lost productivity, and criminal justice involvement.

States that research demonstrates cannabidiol is non-intoxicating and provides beneficial effects including anxiety relief, anti-inflammatory, anti-nausea, and antipsychotic properties without producing psychoactive effects.

Directs certified copies of the resolution to be transmitted to the NFL Commissioner and General Managers of all NFL teams.
