Urges the County of Hawaiʻi to prioritize infrastructure improvements to wastewater management through a comprehensive study addressing economic development, infrastructure, sustainability, education, and public policy.

Requires the study to identify ways to maximize current wastewater system investments and evaluate modern, cost-effective technical and financial models that improve operations and performance.

Notes that the Hilo wastewater plant infrastructure is over twenty years old and uses traditional treatment processes, while the wastewater industry has evolved to use natural systems with operational savings.

Directs the study to focus on cost-effective financing options, including private sector investment leverage, energy efficiency, renewable energy integration, and nutrient resource recovery for potential energy generation and business opportunities.

Requires certified copies of the resolution be sent to the Mayor of the County of Hawaiʻi, Hawaiʻi County Council Chairperson, and Director of the Department of Environmental Management for the County of Hawaiʻi.
