• Study must assess the impact of designating a new community development district for East Kapolei to support its transit-oriented development plan along the proposed rail transit line.

• Study must analyze the impact of dissolving the Kakaako Community Development District, which was established in 1976 and has undergone extensive redevelopment.

• Study must determine the feasibility of transferring the Heeia Community Development District to another state agency, as its cultural and natural resource protection purposes may conflict with the Authority's housing and mixed-use development goals.

• Legislative Reference Bureau must submit written findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2019 Regular Session convenes.
