Urges the University of Hawaii System's Vice President for Budget and Finance to develop a redevelopment plan for the lower campus of the University of Hawaii at Manoa using a public-private partnership model.

Plan should incorporate a "live, study, play" concept including workforce or student housing, commercial space, restaurants, athletic facilities, fitness centers, and other community resources.

Vice President must report findings and recommendations on public-private partnership pilot project options to the Legislature no later than twenty days before the 2019 Regular Session convening.

Identifies underutilized lands on the lower campus and potential benefits of public-private partnerships to minimize state capital requirements while generating revenue and revitalizing the campus.

Certified copies of the resolution shall be transmitted to the President and Vice President for Budget and Finance of the University of Hawaii System.
