Requests the Departments of Agriculture and Health to jointly evaluate California's current and pending regulations on chlorpyrifos and develop recommendations for similar Hawaii regulations.

Directs departments to evaluate potential negative impacts on Hawaii if the Environmental Protection Agency regulations on chlorpyrifos are not implemented.

Requires submission of a report with findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2019 Regular Session convenes.

References EPA's 2016 findings that chlorpyrifos has no safe uses and causes neurodevelopmental harms in children, including intelligence deficits and attention and memory problems.

Notes that California added chlorpyrifos to its list of reproductive and developmental toxicants on December 15, 2017, and will require warning labels starting December 15, 2018.
