• Requests the State Auditor conduct a review of "incidental and supplemental" contracting work performed under structural engineer oversight, specifically regarding C-6, C-31, C-32, C-35, C-38, C-41, C-48, and C-56 specialty subcontractor licenses.

• Directs the Auditor to examine public safety implications of allowing work constituting less than a majority of a project to be classified as "incidental and supplemental," following a Hawaii Supreme Court ruling that the Contractors License Board erred in this interpretation.
