Requests the Legislative Reference Bureau to compile and submit a report on Hawaii's gun laws and firearm data to the Legislature by twenty days prior to the 2019 Regular Session.

Report must include all state statutes restricting firearm ownership, modifications, accessories, ammunition, and penalties for illegal use or possession.

Report must cover licensing processes for pistols and rifles, concealed weapon permits, and circumstances for firearm dispossession including mental health issues, felony convictions, and domestic violence arrests or convictions.

Report must provide data on violent crime instances over the past decade, including those involving firearms, firearm deaths, accidental discharges, and information on perpetrators previously prohibited from firearm ownership.

Report must compare Hawaii state firearms statutes, rules, and regulations with parallel federal regulations, and include aggregate data on registered firearm owners and legally permitted firearms in the state.
