Authorizes the Board of Land and Natural Resources to issue a 65-year lease covering approximately 3.992 acres of state submerged lands at Kahaluu, North Kona, Island of Hawaii, identified as tax map key number (3) 7-8-013: portions of 002 and 043.

Designates the Trustees of the Estate of Bernice Pauahi Bishop as the lessee for educational, cultural, and historic site preservation purposes as part of the Kahaluu Ma Kai Educational and Cultural Complex.

Confirms the Estate of Bernice Pauahi Bishop is tax-exempt under Internal Revenue Code section 501(c)(3), qualifying it to lease public lands at nominal consideration under Hawaii Revised Statutes section 171-43.1.

Acknowledges a prior dispute between the Department of Land and Natural Resources and the Trustees regarding shoreline location and submerged land ownership, which the parties agreed to resolve by both reserving all rights and claims while proceeding with the lease issuance.

Requires transmission of a certified copy of the resolution to the Chairperson of the Board of Land and Natural Resources.
