Requests the Director of Health to convene a working group to study issues related to unlicensed care facilities in Hawaii, with the first meeting to occur no later than 90 days before the 2019 Regular Session.

Working group membership includes the Director of Health (or designee), representatives from the Department of Commerce and Consumer Affairs, American Association of Retired Persons, an elderly advocacy group, unlicensed care facility advocates, and licensed care facility advocates.

Working group shall study eight areas including safety of elderly or vulnerable adults, Department of Health licensure application processing times, care home definitions, complaint investigation procedures, facility transfers, quality assurance committees, and levels of care differentiation.

Working group shall submit a written report with findings, recommendations, and any proposed legislation no later than 20 days before the 2020 Regular Session convenes.

Department of Health shall provide administrative support to the working group, and the working group chairperson shall notify relevant legislative committees of the group's convening.
