Urges United States Congress to pass legislation clarifying the status of migrants under the Compacts of Free Association for purposes of the REAL ID Act of 2005 to ensure fairness and equality under the law.

Urges United States Citizenship and Immigration Services to delineate Compact of Free Association status as a specific category in the Systematic Alien Verification for Entitlements system and recognize their unlimited length of stay for driver's license and identification renewal purposes.

Addresses that approximately 18,000 Compact of Free Association migrants from the Marshall Islands, Federated States of Micronesia, and Republic of Palau legally reside in Hawaii but are subject to annual driver's license renewal requirements intended for those unable to prove lawful presence.

Notes that Compact of Free Association migrants are authorized for unlimited stay under their legal status but face systemic discrimination and administrative burdens that do not apply to legal permanent residents or United States citizens.

Directs transmittal of certified copies to President of the United States, congressional leadership, Hawaii's congressional delegation, federal agencies, Governor of Hawaii, and county officials.
