Requests the Department of Health to conduct a study comparing emissions from leaf blowers and lawn/garden equipment manufactured after 2012 (conforming to EPA standards) with equipment manufactured before 2012.

Two-stroke engines in leaf blowers release approximately one-third of their fuel and oil mixture as waste, producing carbon monoxide, nitrous oxide, and hydrocarbons that contribute to smog, acid rain, and respiratory problems.

Department of Health must make recommendations to encourage use of electric leaf blowers and limit use of pre-2012 lawn and garden equipment.

Department of Health must submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2019 Regular Session convenes.

A certified copy of the resolution shall be transmitted to the Director of Health.
