Transfers the Office of Collective Bargaining and Managed Competition from the Office of the Governor to the Department of Human Resources Development.

Renames the office to the Office of Collective Bargaining and removes all references to managed competition from Chapter 89A, Hawaii Revised Statutes.

Establishes the Chief Negotiator position in the Department of Human Resources Development as a direct gubernatorial appointment without senate confirmation and at-will removal by the governor.

Transfers all appropriations, records, equipment, contracts, and related property from the Office of the Governor to DHRD in connection with the functions being transferred.

Effective date: January 1, 2051.
