Authorizes the Board of Land and Natural Resources to sell leasehold interests for berths at Keehi Boat Harbor and Ala Wai Boat Harbor, with lease terms not exceeding 50 years.

Requires the board to adopt rules establishing slip prices based on slip size in accordance with chapter 91 of Hawaii Revised Statutes.

Exempts persons mooring vessels at leased berths from standard mooring fees under section 200-10, though the board may establish and assess maintenance fees specific to leased berths.

Directs revenues from leasehold sales into separate accounts within the boating special fund and restricts expenditures to repair, maintenance, and capital improvement projects benefiting the respective harbors.

Waives the requirement for prior legislative authorization by concurrent resolution for leasing submerged lands and lands beneath tidal waters under this provision.
