Amends Section 342G-3 of Hawaii Revised Statutes to update the state's solid waste reduction goal to 70 percent reduction of total solid waste prior to landfill disposal by 2030, consistent with the Aloha+ Challenge target.

Removes outdated interim goals of 25 percent reduction by January 1, 1995 and 50 percent reduction by January 1, 2000 that have already passed.

Eliminates the separate goal regarding 25 percent reduction of office paper generated by state and county agencies by January 1, 1995.

Maintains authority for counties to establish waste reduction goals higher than state goals.

Takes effect July 1, 2100.
