Establishes a state boating facility lease pilot program within the Department of Land and Natural Resources, implemented by the Division of Boating and Ocean Recreation, to lease Manele Small Boat Harbor on Lanai in its entirety including fast lands and submerged lands.

Allows the Board of Land and Natural Resources to lease the harbor through public auction, request for proposals, or direct negotiation for private development, management, and operation, provided the lessee meets community involvement requirements including public notice, community engagement, consideration of concerns, and a plan to address adverse impacts.

Eliminates the requirement for prior legislative authorization to award a lease under this pilot program, streamlining the approval process.

Requires the Board to submit reports to the legislature no later than twenty days prior to the convening of regular sessions in 2022, 2023, and 2024, with recommendations on whether the pilot program should be continued, modified, or terminated.

The pilot program ceases to exist on June 30, 2024.
