Authorizes the Department of Land and Natural Resources to enter into the Interstate Wildlife Violator Compact or similar agreement with state, federal, or foreign entities for mutual enforcement of hunting, fishing, and wildlife laws.

Allows the department to adopt rules under chapter 91 to enforce any agreement entered into under this authorization.

Enables Hawaii to prevent wildlife violators from other member states from obtaining hunting or fishing licenses in Hawaii, and prevents Hawaii violators from avoiding license revocation by engaging in wildlife activities in other states.

Notes that 48 states have already passed legislation to join the compact, with participating states reporting minimal costs or administrative burden; the information system costs $500 annually.

Takes effect July 1, 2019.
