Amends Hawaii Revised Statutes Section 387-2 to add a new minimum wage tier effective January 1, 2019, with the specific wage amount left blank in the bill text.

Adds Section 387-9(b) to authorize employers to pay employees under 18 years of age at least 85 percent of the applicable minimum wage for their first 90 days of employment.

Updates Section 387-9 title to include "minors" among the categories eligible for special minimum wage rates.

Maintains existing minimum wage schedule with the most recent established rate of $10.10 per hour beginning January 1, 2018.

Takes effect on January 1, 2019.
