Prohibits public schools from being required by the Department of Education to expend school funds to maintain geographically disadvantageous land on or adjacent to their property, including streams and rough terrain.

Defines "geographically disadvantageous land" to include rough terrain (uncultivated, undeveloped land unsuitable for educational purposes) and streams (natural or altered channels with seasonal or continuous water flows).

Appropriates $1,268,154 for each of fiscal years 2019-2020 and 2020-2021 for six permanent full-time positions and operational funding for the Hawaii Teacher Standards Board, including a secretary, office assistants, teacher licensing specialists, and an executive officer.

Appropriates $600,000 for each of fiscal years 2019-2020 and 2020-2021 for teacher stipends under the Grow Our Own Teachers Initiative.

Takes effect June 28, 2019.
