Establishes automatic mandatory recount of all votes for any office when the margin between the winning candidate and closest defeated opponent is 0.5% or less of the winning candidate's total votes.

Requires mandatory recounts to be completed and results publicly announced within a specified number of days following the election using the same procedures as the initial vote count.

Permits the apparently defeated opponent to request a hand recount of all votes if the mandatory recount produces different results from the initial count, to be completed and announced within a specified number of days after the election.

Prohibits charging any candidate for the cost of recounts conducted under this measure.

Allows affected candidates or their designated representatives to attend and witness all recounts, with notification required at least one day prior to the recount date.
