• Study must examine eligibility criteria prioritizing applicants from rural and underserved areas, funding amounts, allowable uses of financial support (including tuition and room and board), and required length of practice commitment in Hawaii.

• Study must address penalties and reimbursement requirements for individuals who fail to complete their medical degree or meet their practice commitment to the State.

• Study must evaluate the feasibility and potential cost savings of subsidizing medical education at foreign colleges of medicine, such as those in the Philippines.

• Department of Health must submit findings, recommendations, and any proposed legislation to the legislature no later than 20 days before the 2020 regular legislative session.
