Amends Chapter 261, Hawaii Revised Statutes to allow the director of transportation to establish rules exempting the airports division from Hawaii's public procurement code (Chapter 103D).

Requires the airports division to establish a chief procurement officer position and centralized procurement office to oversee procurement of goods, services, and construction.

Mandates publication of procurement policies and all solicitations on the department website, implementation of an electronic procurement system with requisition-to-check and contract management modules, and development of key performance indicators covering procurement efficiency, contract management, transparency, and workforce professionalism.

Requires solicitation of at least three proposals per project where practical, prohibits cost-plus percentage contracts and artificial project division, and mandates consideration of quality, warranty, lifecycle costs, and past performance in award decisions.

Makes procurement by the airports division exempt from Chapter 103D upon compliance with the rules established under this section, effective upon approval.
