• Establishes statewide regulation of transportation network companies (TNCs) through a new chapter in Hawaii Revised Statutes requiring companies to obtain permits from the Department of Transportation.

• Exempts TNCs and their drivers from classification as common carriers, contract carriers, motor carriers, taxicabs, or for-hire vehicles, and exempts drivers from commercial or for-hire vehicle registration requirements.

• Requires TNCs to implement fare transparency disclosures, maintain agents for service of process, display driver photos and vehicle license plates to riders, and provide electronic receipts with trip details.

• Mandates driver screening including background checks, driving history reviews, and prohibits drivers with three or more moving violations in three years, felony convictions within seven years, sex offender registration status, or age under 19.

• Requires non-discrimination policies based on destination, race, color, national origin, religion, sex, disability, age, sexual orientation, or gender identity, and mandates accommodation of assistance animals without additional charges.
