Establishes the Agricultural Housing Task Force within the office of planning to study existing county and state laws and processes for on-farm workforce housing construction within agricultural districts.

Task force objectives include identifying barriers to construction of safe and affordable on-farm workforce housing units, including mobile units for temporary and seasonal farmworkers, and proposing a unified master use application process.

Task force composition includes the director of the office of planning (chair), representatives from the board of agriculture, department of health, land use commission, all four counties' zoning and planning departments, Hawaii Farm Bureau, Hawaii Farmers Union United, and a public interest organization representative appointed by the speaker of the house.

Task force must submit a preliminary report by twenty days before the 2021 legislative session, a draft public guidance guide by twenty days before the 2022 session, and a final report with recommendations and proposed legislation by twenty days before the 2025 session.

Task force shall cease to exist on June 30, 2025, with the office of planning providing administrative support and an unspecified appropriation from general revenues for fiscal years 2019-2020 and 2020-2021.
