Beginning July 1, 2022, requires applicants for new or renewal commercial use permits in state parks, small boat harbors, ocean recreation management areas, and persons using trails for commercial purposes to hold a sustainable tourism certificate from the Hawaii Ecotourism Association and maintain it annually.

Requires the same permit applicants and commercial operators to achieve and maintain green business recognition through the Hawaii Green Business Program.

Mandates that at least one-third of staff employed by permit holders whose duties include direct contact with visitors be certified as professional tour guides by the University of Hawaii.

Requires the University of Hawaii to update the professional tour guide certification curriculum and examination by June 30, 2020, and every ten years thereafter, subject to approval by the aha moku advisory committee.

Establishes that professional tour guide certifications expire on June 30 of each even-numbered year and must be renewed biennially.
