Establishes the Manoa Valley Flood Mitigation Task Force within the Department of Land and Natural Resources to research and recommend flood mitigation strategies for Manoa Valley on Oahu.

Task force membership includes the Board of Land and Natural Resources chairperson (chair), directors of transportation and planning, the university chancellor, city and county engineers, a state senator, state representative, and Honolulu city council member from districts including Manoa.

Invites representatives from the United States Army Corps of Engineers, Federal Emergency Management Agency's Flood Mitigation Assistance Grant Program, and other individuals deemed beneficial by the chairperson.

Requires the task force to submit findings, recommendations, and any proposed legislation to the legislature and Honolulu City Council no later than twenty days before the 2020 regular legislative session.

Task force members receive reimbursement for expenses but no additional compensation, and the task force dissolves on June 30, 2020.
