Amends Section 183C-6 of Hawaii Revised Statutes to add two new provisions regarding conservation district use permits issued by the Department of Land and Natural Resources.

Requires the department to revoke a permit if the permit holder fails to make substantial progress toward implementing the permitted land use within one year of permit issuance.

Requires any permit to automatically expire if the permit holder fails to use the land as specified in the permit for one consecutive year at any time during the permit's duration, regardless of whether the permit contains an expiration date.

Does not affect rights, duties, penalties, or proceedings that were established before the Act's effective date.

Takes effect upon approval.
