• Amends Section 10-12 to require Office of Hawaiian Affairs (OHA) officers to be hired without regard to civil service requirements, while employees must be subject to civil service and collective bargaining chapters.

• Establishes a department of civil service for the Office of Hawaiian Affairs under Section 76-71, similar to departments created for counties.

• Amends Section 89-6 to increase the governor's voting power from six to seven votes in collective bargaining negotiations and adds the Board of Trustees of the Office of Hawaiian Affairs as a voting entity with one vote if they have employees in the bargaining unit.

• Grants all existing OHA employees permanent civil service status automatically without examination, while preserving all current pay, seniority, vacation, sick leave credits, and benefits.

• Ensures no break in service occurs when employees transition to their respective bargaining units, and protects all rights and benefits accrued under chapters 78, 87A, and 88.
