Amends Hawaii Revised Statutes Section 11-423(d) to add a new expenditure limit category for candidates for board of trustees of the Office of Hawaiian Affairs set at $1.40 multiplied by the number of registered voters in their voting district.

Amends Section 11-425(a) to include board of trustees candidates for the Office of Hawaiian Affairs in the 10 percent public funding limit category, aligning them with governor, lieutenant governor, and mayor candidates.

Removes the previous $1,500 maximum public funding cap for Office of Hawaiian Affairs candidates, replacing it with the 10 percent expenditure limit framework.

Renumbers subsequent provisions in Section 11-425 to reflect the removal of the outdated $1,500 cap for Office of Hawaiian Affairs candidates.

Takes effect upon approval.
