Amends Section 11-115, Hawaii Revised Statutes to add a reference to Section 13D-4 as an exception to alphabetical ballot ordering for candidates.

Modifies Section 13D-4 to require Board of Trustees candidates for the Office of Hawaiian Affairs to be grouped by residency requirement status on ballots.

Requires candidate names within each residency grouping to be randomized on individual ballots and rotated randomly across precincts, or if infeasible, use the most feasible randomization method available.

Directs the chief election officer to establish procedures implementing these requirements, effective for the election cycle beginning January 1, 2020.

Takes effect on January 28, 2081 (date appears to be a clerical error in the bill).
